Russia and Ukraine Begin Local Ceasefire to Deliver Humanitarian Aid as Fighting Continues

Russia and Ukraine have begun a temporary, localised ceasefire in the Russian-occupied town of Oleshky in Ukraine’s Kherson region to allow humanitarian assistance to reach civilians facing severe shortages of food, water and medicine.

The agreement took effect on Tuesday, October 27, 2026, following diplomatic efforts involving the United States. The arrangement is intended to facilitate aid deliveries and create conditions for the evacuation of residents trapped by the conflict.

According to Reuters, both sides confirmed the temporary halt in fighting in the designated area. Ukrainian human rights commissioner Dmytro Lubinets said Ukraine was observing the agreed arrangements, while Russia’s Defence Ministry also announced a suspension of shelling towards the nearby city of Kherson.

Despite the agreement, fighting has continued elsewhere. Russian attacks struck transport infrastructure in Kyiv, including the South Bridge, while Ukrainian officials reported further missile and drone strikes. The attacks caused casualties and damage, according to Ukrainian authorities.

The humanitarian situation in Oleshky remains a concern, with residents reportedly facing restricted movement and limited access to essential supplies. The temporary ceasefire is expected to provide an opportunity to deliver assistance and support evacuation efforts.

The development comes as diplomatic efforts to restart negotiations between Russia, Ukraine and the United States continue. Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre also held discussions with Russian President Vladimir Putin on Tuesday about the war and the prospects for renewed talks.

Although the local ceasefire offers a limited opportunity for humanitarian relief, it does not represent a nationwide ceasefire or an end to the war. Both countries continue to carry out military operations in other areas.
