The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered two additional fictitious government agencies allegedly created by Adeniyi Matthew Adeyemi, the self-acclaimed Director-General of the non-existent Presidential Foreign Intervention Promotion Council (PFIPC). The discovery emerged as the anti-graft agency deepened its investigation into the alleged fraud, which has exposed a network of forged government documents and impersonation. ICPC Chairman Dr. Musa Adamu Aliyu disclosed the latest findings while presenting an interim report of the investigation to President Bola Tinubu at the Presidential Villa in Abuja.
According to the commission, investigations revealed that Adeyemi allegedly relied on forged appointment letters, fake government gazettes and other falsified documents to present the PFIPC as a legitimate federal agency. The ICPC said the suspect also unlawfully occupied the office of the defunct Presidential Economic Advisory Council (PEAC), using it as the operational base for the fake organisation. The commission added that it found no evidence that the Presidency authorised the appointments or that any Federal Government funds were officially allocated to the fictitious agencies.
Based on its findings, the ICPC has recommended the prosecution of Adeyemi and called for administrative sanctions against public officials whose negligence allegedly enabled the fraudulent operation. The commission also urged the Federal Government to strengthen verification processes and tighten oversight across Ministries, Departments and Agencies to prevent similar schemes in the future. Investigators said the probe remains ongoing and further legal action may follow as more evidence is uncovered.
