The Trump administration has finalised a new immigration rule that limits most international students on F-1 visas to a maximum stay of four years in the United States, replacing the long-standing “duration of status” policy that allowed students to remain in the country for as long as they maintained full-time enrolment in approved academic programmes. The new regulation, issued by the Department of Homeland Security (DHS), also affects J-1 exchange visitors and I visa holders for foreign journalists, introducing fixed periods of stay instead of open-ended admissions.
Under the new rule, students whose degree programmes extend beyond four years—such as many doctoral candidates—or those undertaking Optional Practical Training (OPT) must apply for an extension before their authorised stay expires. The policy also shortens the grace period after completing studies from 60 days to 30 days and requires students seeking to change schools, academic programmes or educational goals to obtain additional federal approval. The administration said the changes are intended to strengthen oversight, close loopholes in the visa system and prevent long-term abuse of student visas.
The new regulation has drawn criticism from universities and education advocates, who argue it could discourage international students from choosing the United States and create uncertainty for those enrolled in longer academic programmes. While the rule has been finalised, it is expected to take effect after the required implementation period unless modified through congressional or legal action.
