Human rights lawyer Ebun-Olu Adegboruwa has strongly criticised the Lagos State Government for restricting residents’ movement during the reintroduced monthly environmental sanitation exercise. He described the directive as illegal and unconstitutional, arguing that it violates citizens’ fundamental right to freedom of movement. 
Adegboruwa alleged that enforcement of the restriction involved the use of security agencies and other officials to harass and intimidate residents, preventing them from moving freely during the exercise. He insisted that there is no valid law currently in force in Lagos that permits such restrictions and challenged the government to publicly provide any legal backing if it exists. 
The senior advocate also criticised the policy as outdated, describing it as a relic of military-era governance that does not align with modern global practices for managing sanitation in major cities. According to him, a megacity like Lagos should rely on efficient waste management systems and proper policy implementation, rather than forcing people indoors. 
His position builds on earlier arguments that restricting movement for sanitation had already been invalidated by court rulings, with related legal issues still pending before higher courts. 
Meanwhile, the Lagos State Government has maintained that the sanitation exercise—held on the last Saturday of every month between 6:30 am and 8:30 am—is necessary to promote cleanliness and environmental responsibility across the state. 
The disagreement highlights a growing debate between public health policy and constitutional rights, as authorities push for cleaner cities while legal experts question the methods used to enforce compliance.
